PCCW Powerb@se and Asia Online Provisional Liquidators Agree On
Referral Arrangement for former Asia Online Customers

Deal offers efficient and technically supported migration to PCCW, allowing
former Asia Online customers to continue client services

Hong Kong November 1, 2001 – PCCW Powerbase Data Center Services
(HK) Limited (PCCW Powerb@se) and the provisional liquidators of Asia Online
(Hong Kong) Limited (AONL-HK) have signed a memorandum of understanding
whereby the provisional liquidators of the recently closed data services company
will refer former AONL-HK customers to PCCW Powerb@se.

The proposed agreement will contain an exclusive referral period of one month.
The parties will ensure that former AONL-HK customers are provided with
information and technical support in the transfer of their services to PCCW
Powerb@se if they so choose.

"The data-center services industry today is going through a turbulent period of
consolidation. More than ever, customers need stability and confidence in their data
center service provider," said PCCW Powerb@se President Joseph Ma.

"PCCW and the provisional liquidators are cooperating closely towards ensuring
that former AONL-HK customers are given the opportunity to be transferred
conveniently and efficiently to Powerb@se."

Mr. Ma assured anxious former AONL-HK customers that co-location and
Internet access services would be provided under similar terms and conditions as
from AONL-HK if they agree to migrate.

He noted that PCCW Powerb@se successfully provided similar support to former
customers of iAsiaWorks (HK) Limited when that company ceased operations in
July 2001.

"We understand nothing is as crucial to our customers as a smooth and secure flow
of business at all times," said Mr. Ma. "The provisional liquidators are also
providing technical support personnel, who will work closely with our technical
staff during the migration."

Provisional Liquidator Gabriel Tam of KPMG, said "We are pleased that we have
been able to facilitate a process whereby the customers of AONL-HK will have
the opportunity to enjoy uninterrupted internet services, while at the same time
maximizing the recoverable value of this business for its creditors."
